Refugees: People who have fled war, violence, conflict or persecution and have crossed an international border to find safety in another country .
Constituent Assembly: A Constituent Assembly is a body or assembly of popularly elected representatives which is assembled for the purpose of drafting and adopting the constitution .
Universal Adult franchise: It is a general suffrage, a common suffrage of the common man which gives the right to vote to all citizens above the age of 18 years, without any restrictions .
